'Poorly designed' estate set for more restrictions

Parking restrictions look set to be extended on a busy residential road in Lincoln.
Members of Lincolnshire County Council's planning committee called for double-yellow lines on Tiber Road, which leads to a large housing estate in North Hykeham, to be extended.
Councillors said the road was frequently blocked due to a lack of off-street parking, meaning the problems were too severe to ignore.
Reform councillor Stephen Roe, who represents the area, said: "I feel sorry for houses that will be affected – they are suffering from the poor design of the estate, with parking not quickly accessible."

According to the Local Democracy Reporting Service, restrictions had been put in place to prevent the junction with Newark Road from being obstructed, however councillors believed the lines needed to be extended.
Roe said: "Traffic gets backed up on that road in both directions and people have to drive on the wrong side of the road to get through."
The committee heard many houses had only one parking space to the rear, meaning extra vehicles were often left on the road.
Conservative councillor Gary Taylor said: "The change will create some disruption and inconvenience, but we need to look at the wider picture.

"Lessons have to be learned for the design of heavily-populated estates and what's gone wrong here."
Reform councillor James Bean labelled the area a "badly designed estate [with a] minimum width road".
Conservative councillor Charlotte Vernon said: "We have sympathy for the residents, but there's a need to prevent bus delays or larger vehicles getting stuck.
"There's no alternative but to approve it."
The council's executive for highways, councillor Michael Cheyne, will be asked to approve the change and investigate whether lay-bys could relieve the road's problems.
